Foresight and Monitoring
Foresight is an essential part of the statutory functions of regional councils. The regional councils are responsible for coordinating and harmonising foresight activities in the region. As a part of this task, the councils also assess and monitor the development of the region and its parts. In addition the councils are in charge of coordinating regional foresight activities concerning long-term and medium-term educational needs and preparing goals for education in the region.
The Regional Council of Kainuu coordinates the activities of the Regional Group for Foresight and Monitoring. The council also provides statistics and expert opinions that are published in the foresight portal of Kainuu (in Finnish at www.kuiskintaa.fi). The council publishes information for example about population changes, migration, municipal economy and the overall development of the municipalities. The purpose of the foresight portal is to compile information on past and future development of the region and to function as a platform for discussion.
The overall goal of the regional Council of Kainuu is to strengthen the role of foresight and monitoring in the implementation of the regional programme and in developing the region in general.
