Barents Forum on 8th December 2016

The Regional Council of Kainuu, together with the Kajaani University of Applied Sciences, have conducted a survey to find solutions that may overcome the barriers impeding the progress of cooperation initiatives and activate as many different actors within the Barents region as possible. A Cooperation Forum discussing and refining the results will be organised in Helsinki on December 8th 2016. The registration to the event has now started.

Background of the Event

The Barents regional cooperation is developing in a positive direction and it is becoming more and more significant for the citizens. Within the regional level cross-border cooperation, regional developmental needs and connections between individual citizens are emphasized on a level on which the fluctuations of international politics have no effect. Therefore one important goal for the chair period of the Kainuu Region in BRC, in 2015-2017, is to promote interaction within the Barents region and the Arctic region and to enhance the cooperation between people, different regional actors and different forums of collaboration.

In the previous study on financing of Barents cooperation 2015 (link to the study report) one of the identified problems was the lack of sufficient funding available for project preparation as well as implementation of small projects. In addition to that, different funding programmes within the Barents region have themes and priorities that do not always fit between the programmes. For example, culture is one of the themes in Karelia ENI CBC, however it is not present in many other funding programmes. Furthermore, each funding programme covers different geographic areas within the Barents region, which do not always overlap.

Main EU funding programmes within Barents region are Kolarctic CBC and Karelia CBC. Northern Periphery and Arctic Programme NPA, Interreg North and Interreg Baltic Sea Region Programme can also be used as sources of EU funding for international projects in Barents region. 

The Regional Council of Kainuu, together with the Kajaani University of Applied Sciences, have conducted a survey in order to deepen the understanding of gaps identified in the previous study, to find solutions that may overcome the barriers impeding the progress of cooperation initiatives and activate as many different actors within the Barents region as possible.

The survey is now finalised, and a Cooperation Forum discussing and refining the results will be organised at Paasitorni in Helsinki, on December 8th 2016. The Forum will also serve as a platform for creating strategic partnerships. 

Event Information

The Forum is targeted at Regions’ administration representatives, funding programmes, project actors and other relevant stakeholders that are involved in project initiatives and the development of the Barents region through international collaboration.
